Here is a complete list of all the generals, their upgrade costs in medals and their troops' abilities for each stage. (Tap the picture so you can actually see something )
Important notes on how to "read" the pictures and why I did what:
-The order in which I put them is archer (green) infantry (brown) cavalry (orange) and artillery (red). Within each category, availability (early->late)and price (low->high) is applied. For princess-like generals (Joan, Barbarossa, Saladin, Lincoln, Bismarck), I used my game progress as a reference.
-I was only looking at medals, so coin and IAP generals as well as the free ones have "0" as their first entry.
-A general's recruitment cost (in medals) was treated as an upgrade cost to the era in which he can be recruited
example: Nobunaga can be gotten in Empire, so his "to III" cost is 2300 medals
-If we add up all the upgrade costs and the initial recruitment cost then we get the "total to VII" (first column, bold) value which is a much better tool for comparing generals than looking solely on the initial recruitment. That's because all generals have their maximal potential at VII (7 stars = 5 silver stars = super troops ...) [Except for maybe Bismarck ]
-Some abilities have the same name but a different effect. "Siege" would be an example as it indicates increased damage versus forts but the percentage varies from 80% to 200% and additional burn damage. So I used a small letter to indicate the different abilities and gave the effect in a very short description.
-A pink highlight was used to show if a general has an unusual ability that deviates from the standard. The standards are:
archers: Volley 30% and Accuracy 50%
infantry: Marching and Shield 25%
cavalry: Mobility and Assault 50%
artillery: Siege 200% (+burn damage from IV onwards) and Firepower 50%
-Blue highlight was used to show the changes implemented by the latest update. As a rule of thumb,
archers get an additional 30% vs. cavalry,
infantry has a 60% chance [tested this and got 21/35] to attack again after killing an opponent,
cavalry get +50% vs. archers and
artillery will deal 50% extra damage when they are counterattacking.
Exceptions are Petain and Joan as well as Koxinga and Li Shimin (and some archers get only +25%).
-I decided to not include the resources that are also needed for the highest upgrade, because it adds just another column with rather irrelevant information. It's usually 50-100 pieces and by the late stages of the game, a player has more then enough of these or, worst case, has to wait for them via princesses rewards. However, if you want me to include them, I have all the data except for Washington.
Big thanks to Iron Duke for his youtube galleries; blueberry , andrei , stoic , dagonithtr , yuanzhong for much wanted screenshots showing upgrade costs and Erich von Manstein for his insights on growth rates (see below) so I could fill the gaps.
As you might notice, there are still a few underlined numbers and ? ? ?. These are because I don't have King Arthur and had to assume his costs based on similarities in growth rates (with Ceasar)
So if you can provide any of his data (screenshot etc), I'd be happy to include it and credit you.

And for all who made it until here, the Growth Rates. It's an internal value which characterizes a general's stat growth (higher growth rate roughly translates to higher stats) and it also determines the upgrade costs. In effect, there are 7 growth rates (actually 8 but 1 and 2 are "the same" with regards to medal cost) leading to 7 upgrade patterns:
