Currently have the big three (Guderian, Govorov, Patton), Goring and Halsey, and an extra 3922 medals now. Should I get an arty general (Bai, Konev), navy (Yamamoto), or even pursue the eye-covered generals (still undeveloped)?

P.S. Have all three medal-producing wonders

Since you have Halsey and Goring, Konev is out of the question. I recommend getting artillery first before the third tank. Either Bai or EC. Bai is cheaper and the EC has much better potential in damage output. I stopped recommending Konev because you can replace him with an EC that is much better and costs slightly more.
