I can't win this stage by beating Ivar THEN Halfdan. I have Justinian, Theodora, Belisarius, Aetius, Adil, Stilicho, Theodric I, and Lupicinus.

Killing 3 army units in front of you at the beginning will give you reinforcements. In the 5th turn, there will be reinforcements coming, attack the troops right where the red target Ivar will automatically appear. I used Aetius to poke Harald's blood until I killed Ivar. Remember not to let Harald approach Alfred

I've tried this thrice but I can never get the secondary target to show up before Halfdan suicides into me, any tips?

Ah this one I only finished it completely (with the secondary condition) as well after repeating it for at least 10 times. Essentially, you can't beat it if you haven't completed the campaign chapter afterwards and upgraded gens as it's really too hard. You have to get the timing right so that your allies don't kill off the main objective too quickly, but also for Aethelred to not die. I don't really know how to explain this, but it's doable- but hard, I did it with the free gens plus Alfred WO bronze gens (cause I thought they were useless then which was my mistake)
