I put Olga, who has 69 administration on a city yet the production stayed the same. I remember in previous games that when you put generals on cities they would raise the production value in cities. Helped a lot during early conquests to get that extra boost in coins supplies.

In conquest (or even maybe in campaign), it might just be because it doesn't show up. |
