They're useless against aliens. At least in terms of damage. I tested on a large group of aliens in central asia, where there are very few cities and resource hexes. The aliens like to color hexes, so I figured that they will interact with the land mines that I randomly placed there. What I found out is that aliens do step on the land mines, the land mines detonate but deal 0 damage to them (couldn't screenshot since it happened between turns). So land mines serve as a distraction for the aliens, but not as good as the other forts (UFOs don't deal a lot of damage to forts, and forts have high HP).

Did you upgrade your forts tech? Nope, it's at level 0. It would be interesting to know if aliens like to attack forts, but to my knowledge that is not the case. Plus since forts don't have shield penetration, we can't use them as stationary FAs like in human conquests.

Aliens don't specifically go out their way to attack forts, they only attack them, or any other units, when they're within the aliens' detection range (a bit further than their attack range). There was once where I spammed land forts around Bangkok (the last alien city), and it took a long time for the UFO in it to destroy most of the forts, long enough for me to send my RAs from New Delhi and Chongking to there (I forgot how much the UFO is damaged by the forts).
