Administration does help increase local economy. My 75 administration Olga increased the city economy from 15 silver/iron to 16. It raises 25 to 27, and 40 to 43. It works if she is in or near the city. It does significantly cut National Policy costs. It does not change the rate of fixing cities, it does not change the rate of trade in conquest, it doesn't change the population cap at all, it does not change diplomacy costs.
A 95 Administration Olga had a Massive Increase of 20/3 to 23/4 on a level one city. On a level 5 city with a maxed Workshop it went from 40/33 to 47/38. Interestingly enough, once she got to 95, her radius of bonus went from 2 to 3, which was nice.
I have not been able to find any extra things that administration buffs.

Where is the administration bonus shown? Didn't notice any changes not in the campaign, not in the conquest... The hero's administration is 53.
