  This is Voronov which spawns in Saratov. As seen on the images he only spawns with 125 health, much lower than the expected 75 + 200 = 275 health. I guess he's supposed to be a survivor of the alien attack? Either way he would not stand a chance against the upcoming horde of aliens going after him. |

This is a bug. When the general is spawn, his rank would start as his rank in the academy. It will go back to normal after 1 turn.
As for Voronov, I think easytech simply forgot to remove him from the 1960 spawning list. There are a couple of Soviet generals alive in 1975 but Voronov is not one of them.
