Canada 1939 is in a tough spot. Not in terms of safety, but your enemies are an ocean away from you, respectively. On top of that you have a weak economy, and little to no troops. This is the hardest 2 star conquest, even Australia has decent generals and good position to deal with Japan.
General requirements: 2 tank generals, 1 artillery general, and 1 air force general. All of them must be powerful. In this case I’ll be using Guderian, Patton, Govorov and Göring.
Technology requirements: Decent artillery and tank, PMI
Send Simonds down to Mexico city, and build 4 land forts to shoot it. Then, build 2 land forts each for Bogota, Fortaleza, the small city and 5 for Rio de Janeiro. Capture them one by one. (This is the easiest part of conquest by the way)
Build a field artillery and 2 tanks in Vancouver, and place your generals on them. Now don't just send them straight away to Sapporo, because there will be 4alien battleship generals preparing to sink any invaders. Instead, capture the Alaskan port, build submarines, then go around Sapporo and invade from its left, after taking down at least 3 battleships. After that, build units to take Tokyo, Yokohama and Osaka. Your allies will handle Japan in China while you sit back and watch. Now focus your attention on Europe.
Move Crerar to Paris while avoiding Donitz’s submarine fleet, and move the battleship to the English Channel to sink enemy troops. Build a motorised infantry and place your air force general on it. Capture Brussels with air force, and from there spam field artillery to Cologne, Berlin and beyond. Build anti-air on cities without them (to avoid enemy retaking), and land mines on empty tiles (to avoid paratroopers). Your air general will stay in Paris to airstrike any approaching troops (Warning: there will be a lot of them!). Once Germany is almost defeated, airstrike Lyon and Bordeaux, and invade Spain and Italy.
Once you're winning in Europe and have some money left you can start sending troops to Changchun, and from there finish off Japan. Congratulations!
