Only a better consul assuming things are going alright and your cities aren’t damaged (come on, they will be). The money save from the admin is not terribly important since most policies aren’t a high priority and it’s a small save anyway.

He’s also a worse fighter and misses out on the bond boost with Theodora. Which can mostly make up the admin loss (doesn’t seem ti be any limits to deployment in conquest too). And the tech boost is very nice in some missions and early turn strategies in conquest.

Nikephoros is worse, but cheaper. Neither is really a particularly high priority, but I’ll take Justinian.

Consul swapping is also pretty dubious in value since you can only swap once per turn. There’s not much I’d want to consul swap for and lose Lobbyist. Strategist is fairly lousy since it’s only important when you have little money and population and reducing the level by one isn’t whats gonna help you in that situation. Aggressive play will. Negotiation expert is also comparatively lousy as you either have so much money that you can gamble a few rolls (you’ve won already) or you switch out in the middle of a conquest to guarantee one or two countries joining you (in which case Lobbyist could still be doing work and the difference between passage and ally is nonexistent anyway).
