This guy just seems OP. He gets outburst which is the best skill in the game, and a great item that gives +30% on one of the best archery units. The item also gives +archer and +damage for just extra destruction.

Can’t use outburst with anything without charge chance. So that sucks.

Yeah, you can either make him an Infantry general with a unit able to charge Varangians, Vikings, North axemen, Teutonic axemen/swordsmen or to go along with his banner and to make him an archer. I wouldn't exclude the the first possibility out of hand, because his banner will reduce the cooldown of Outburst by one turn.

i was thinking of using 2 varangians and 1 conq at the start when i saw him, but i know they are going to change him next update just like they did with otto and cnut. His item only gives range points and his special units are range. So they will change his outburst skill to a range skill or something that is not charge, because even tho outburst and charge is great, when you upgrade the unique item, he will be getting range points and you should only give him range points when you upgrade his title, so 2 varangians isn't going to work. i think 1 conq + 2 genoa shield crossbow is the best option because you get good legion effects from conq (moral, moving through forest) and you get the 30% damage from item. The genoa crossbow lets you move through mounatins (legion), and they ignore 15% of defence as well as 12% extra damage against counter inf + melee cav, this will reach 25% defence when unit upgraded to lvl 12 and this is useful endgame when enemy has high defence
