Heavy Armored Assault Cavalry is okay as well. Unfortunately both woad raiders and assault cavalry are very weak in defence as we progress. Woad/Mongolian + Ravenna/Mamluk is now regarded as some of the best archer combinations right now. For generals without forced march the passive, having woad raiders is better than Ravenna.

One attack of the enemy and they are gone with no possibility to replenish them or to hire a new unit as Thortilla rightly pointed out. Mamelukes and Mongolians should be great units but aren't they locked yet?

I said it wrong that woad is better than Ravenna because they should complement each other instead. I put them both on my Aetius and he can hit three times per turn. Ravenna has a disadvantage in this combination because it has lower mobility than the rest. Therefore you need someone with forced march like Aetius to put Ravenna on it. It is indeed problematic that they are squishy... especially woad.

Master skirmisher doesn't work with units armed with bows, crossbows, muskets, so it's quite a bad skill. Woad Raider is a pretty decent unit. As stoic and Thortilla said, top ranged units (cav or inf) use muskets, bows or crossbows, and in campaigns you rarely find units that don't use them, that's why I said that master skirmisher is quite bad. If you deploy a general on woad raiders or heavy lance cav, it becomes more useful, but you would probably prefer to deploy some gen on better units like Alfred on noble cav or Richard on templars or other gens with unique equipment you have available. These considerations are only about the master skirmisher skill. If you are looking for some particular legion effect, it's another matter, obviously.

And I've just confirmed that no one has both master skirmisher and forced march, so this skill, at least all its owners, isn't any good.
