Plus some horse archers have dodge - another way to keep your legion intact. But since Justinian has relatively solid points everywhere, it is possible to make him a commander of a mixed legion. A legion "One charge cavalry and two horse archers" is a possible example. Mine has one unit of noble cavalry and two Elephant archers, but Justinian is too slow to command Elephants. I will replace them with Mongolian archers or Mamelukes later.

Justinian is like a jack-of-all trade, if that suits you, you can buy him.

For an archer general, there are still many other generals worth investing in, for example: El Cid. As for administrator, maybe theodora or aetius is enough. However, he has a pretty good skill
