I unlocked konev and I currently have gorvorov, I cant really see the difference between them so should I sell gorvorov and buy konev or keep govorov?

Govorov is def better with a stronger damage-dealing skill set than Konev. I only have Badogilo in that department, I wished I had Govorov myself! For now, I can enjoy using him to squelch the Finnish uprising under Govorov's mighty iron fist in 1943.

main problem with govorov is that he moves too slowly and I find it hard for him to catch up with my tank and inf gens, but otherwise he is epic

I still think it's best to keep Govorov and buy another artillery general anyhow. I would definitely keep Govorov if I had him myself.

Depends on your play style. For campaigns, the maps are small so the lack of movement won't be much problem so Govorov is great there. For conquests, you need to travel a great distance so movement matters more. With my play style, Govorov is usually lag behind so he cannot do much. So I prefer Konev because I play conquest most of the time.
But since Konev is kinda expensive and not so good in term of quality per price measure so, in your case, I do not recommend buying him. You might consider Badoglio or Bai if you need another artillery general. And if you want Konev, buy him much much much later when you have spare medals. As for Govorov, keeping him is definitely a must.
