After the arrival of wangchengxy 's damage formula, things are going to change a lot. So I am going to write a new analysis.
Group: Group1, the best. Group 2, also the good ones. Group 3, not very good, but still fine. Group 4, normal, but at least not "bad". Group 5: they are too bad to mention.
Princesses:
Lan: I believe she is the best cavalry in this whole game, no extra explainations required.
Victoria: The strongest infantry and navy general under s/l.
Isabela: Strong, and also the fastest artillery general, she is the only one who can run 5 hex on heavy/siege artillery.
Sophia: The strongest fort smasher on artillery who is free, and she can make the highest damage theroretically.
Sakurako: Multiple fucused. Choose one of them and upgrade it, and give her some flags, she will be pretty good.
Kate: The strongest navy general 1vs1 after fully regrouped. But a navy generals have less human right.
Fatimah: The best non-equipped economy general. But sadly she just has so many opponents because of Napoleonic Code.
Maria: Isn't she Blucher's daughter? An infantry general with only Formation+3 stars move&training, you can use her for a while since she's free, but she isn't very strong.
Tier-3:
Group-1:
Moreau: The only general with both Explosive and Accurate, one of the strongest artillery generals.
Suvorov: The strongest non-s&l and non-Leadership infantry, high output and high training. But remember to protect him from cavalry.
Radetzky: High output, and you can also s/l Defense Art do make him hard to get killed.
Dombrowski: 1 star training lower than Radetzky, but he can carry flags to support the others, and cheaper than Radetzky.
Murat: The best fort-smasher cavalry, and the current record holder for highest damage.
Nelson: Nice navy general, but his artillery skill is even more valuable, Accurate and Leadership combined makes him able to be on the frontline but not afraid of cavalry.
Wellesley: Similar to Washington, but he has higher output, while Washington has better survivalability.
Lannes: An infantry focused fireman. Fast and not afraid of cavalry. s/l can help him overcome evasion problem.
Group-2:
Dearborn: Best economy general, Architecture is good, and also has good fighting skill.
Archduke Charles: Cavalry-infantry general with reasonable output and 5 training, Banner is also good for supporting allies.
Davout: Nice output when s/l, and runs pretty fast, good for both cavalry and artillery.
Lasalle: Nice output, and no need to regroup.
Kutuzov: The undead under s/l. A pretty good infantry oriented hybrid.
Washington: Good for supporting, you can let him go behind the enemy, or stay at the front line and carry flags. Relatively low damage as a tier-3 though.
Group 3:
Jervis: Navy general who can be compared to Nelson, but navy general has less right.
Soult: Nice on artillery, and Formation+Mass Fire makes him a reasonable infantry.
Napoleon: 5 stars artillery looks shiny, but not very special.
Poniatowski: Lannes navy focused version. But navy general...
Brock: Can be compared to Archduke Charles on infantry by his Assault Art. But why we can't have the AI version of him?
Group 4:
Paget: Not good beginning star with mediocre skills. Lan lite.
Treville: Yes, he IS the strongest navy 1v1 without regrouping, but sadly we can, so he is mostly equal to Sidney.
Massena: Damage holder, a plain damage holder with weak output.
Bagration: Output is not enough, even though he can hold damage. He is just Victoria lite.
Desaix: He should look at his sister Sakurako.
Suchet: Savary is better than him.
Cotton: Not very bad, but he has such a fantastic student.
Blucher: Cornplanter with 5 star cavalry. Nothing else except his impressive moustache.
Barclay: He is most likely only Bugle, while there are lots of generals with Bugle in tier-2.
Alexander I: Output is not high enough. There are lots of banners and spies in tier-3.
Jackson: Even Kosciuszko is better than him. He's here just because group 5 in tier-3 is not in my plan. Ignore him.
Tier-2:
Group 1:
Golitsyn: Lasalle in tier-2, best instant firepower cavalry in tier-2. Nice for filling last slot.
Sulkowski: Cotton's student. The best for smasher cavalry in tier-2, also good against human.
Scharnhorst: No.1 artillery in tier-1&2. Accurate+Engineering+3 training makes him better than the others.
Oudinot: Sovorov's student A, who forgets to study Mass Fire. Buy him if you want a cheap one.
Dobeln: Suvorov's student B, who forgets to study Formation. Buy him if you are investing a lot.
Berthier: Very top ranked cavalry after fully regrouped, but it is so expensive(4500+ including his own price, be aware).
Group 2:
Savary: Beats Suchet on cavalry. He also has good navy potential.
Ney: Gets crashed by Sulkowski on cavalry and Sophia on artillery. But he can be on everything.
Ushakov: The best navy-artillery in tier-2. Good navy stars, and good artillery skill.
Collingwood: Better than Ushakov on navy, but inferior to him on artillery, a last slot filler.
Yermolov: Best infantry-artillery in tier-2. Good artillery, and Formation makes him fine on infantry.
Sidney: The best navy in tier-2. Too bad that navy general does not have much right.
Group 3:

Hood: Ushakov lite, more defensive, but slower.
Duckworth: Equal to Hood, but a little expensive.

Grouchy: Not high output, but fast. Can fill the last slot.
Wittgenstein: Not good skill, but nice stars. Can fill the last slot.
Raevsky: Acceptable output, and can s/l. Nice beginning movement.
Picton: Cheap, fast, Mass Fire. Good.
Cornplanter: Similar to Picton, but he has Formation+Banner instead of Mass Fire.
Bernadotte: Fine output, and can trade/boost economy.
Kosciuszko: The best economy general in tier-2, with Architecture and Defense Art.
Joseph Bonaparte: Good if you are not buying Napoleonic Code.
Prevost: The most valuable point is he can be on an artillery and rush on front line like Nelson does, but the firepower is a little low.
Eugene: With flags, he can rise against Dobeln and Oudinot. But unfortunately flags are too expensive.
Group 4:
Bennigsen: Paget's student who forgets to study Strike, screwed. At least he is fine with s/l.
Johann I: Not bad, but Dumouriez is cheaper and faster.
Gouvion: Took me a long time to realize that he is St-Syr. Cheaper than Johann I, but still more expensive and slower than Dumouriez.
Nenadovic: If you want a econ with 5*trading, you can buy him.
Verhuell: Stronger than Sidney if you have flags, but he depends on flag too much.
Wilhelm III: Needs a lot of s/l and flags, and bad stars, but not too terrible after regrouping.
Sebastiani: Steersman+Surprise is not bad, but still inferior to Savary as a cav-navy general.
Gravina: Not bad as a Navy trainer, but we mostly don't need such a premium navy trainer.
Tier-1: I'm only stating the top ranked ones, and some recommended trainers.
Group 1:
Junot: The only Strike in tier-1. Nice output.
Charles: Siege Master and Surprise, he is better than Ney and Savary when attacking cities.

Rowland: Nice infantry stars, and Leadership makes him not afraid of cavalry charging.
Chichagov: Navy 4, and has some artillery stars.
Brueys: Similar to Chichagov, cheaper, faster on land but no army star.
Recommended Trainers:
Kutaisov: As I've said above.
Gazan: Little more than Kutaisov, and no Siege Master.
Diez: The only tier-1 Move Trainer, handy cav+move stars.
Dumouriez: Nice cavalry stars and skill. You can use him at the beginning.
Agha: Cheapest cavalry trainer.
Quosdanovih: Cheap cavalry trainer, similar to Diez but slower.
Elphinstone: Cheapest navy trainer.
Falsen: Cheap navy trainer with navy 3.
Arnold: Spy is very good, and also has business 5.
Jerome: Cheapest business trainer.
August I: Cheap business trainer, only 5 medals more than Jerome but has Architecture.
Group: Group1, the best. Group 2, also the good ones. Group 3, not very good, but still fine. Group 4, normal, but at least not "bad". Group 5: they are too bad to mention.
