Disclaimer: None of these generals are in any lineup whatsoever, so take this with a grain of salt. Also, I am not including free generals.

Raeder Diet Ozawa. Only 300 medals for 3 stars in navy and 2 decent skills.
Kleist 2 stars with Blitzkrieg, which is great and Machinist, which in my opinion is not good as Leadership is much better.
Brauchitsch Two stars in Arty + Fire Focus gives +16 attack. Crossfire is trash on artillery but you don't really have any other choice.
List Insane for just 255 medals with Plain Fighting and AA. Guderian would be proud.
Weichs 2 stars in tank and Leadership make him really not bad. He has Jungle Fighting which is alright.
Greim Great Axis air gen for cheap with three stars in air, Aviation Fuel and Carpet Bombing.

Schorner Axis Infantry Leclerc. Literally same skills but for infantry.
Kondo Similar to Campioni. He has silver Warning instead of Logistic (which is slightly worse) and 1 star in movement (slightly better) but is 50 medals more expensive. Also unlocks in Pacific so... maybe just use Ozawa.
Campioni Not amazing but has Naval Gun Strike, which is good, Logistic, which is decent and a great price of only 185 medals. Pick between this and Raeder.
Cavallero Great cheap Inf gen with lots of crits. Might be amazing on White Death.
Dishonorable mentions:
Horthy What the hell is this?! Mains in navy but has Replenish?! Absolute trash.
Kluge Street fighting is nice but why training? Training is possibly the worst skill in this game. Don't touch him.

Smigly 3 stars in Inf with Guerilla. Not too bad.
Kuznetsov Survivalist with Warning and Logistic and 3 stars in navy.
Tito Smigly with 1 star in inf traded for 1 in mobility and better skills (i.e. raider over garrison).
Voronov An absolute gigachad with 3 stars in artillery, Accuracy and Artillery Leader. What else could you want.
Simonds Alright but unlocks a bit too late. 3 stars in arty, Jungle Fighting and Artillery Leader. I'm not too hot on terrain skills but seems alright.
Malinovsky +22 base attack and +27 attack in cities. Amazing. (Street Fighting is the second best terrain skill imho)
Fletcher Quite like Kuznetsov. The same except with Sea Scout (meh) instead of Warning.
Spruance Navy God. +27 damage which is insane for the price. Also has destroy which is not half bad.

Novikov Cheapest general with 3 stars in air.
Pound Gold Torpedo Expert makes him viable.
Darlan Kuznetsov lite.
Christian Great on aircraft carriers with sea scout and aviation fuel.
King Spruance lite. Has +21 damage and Torpedo for even more damage.

Smith Passion is okay but Amphibious sucks. Trash, get Malinovsky.
