Question - what factors determine how fast a city regenerates HPs? What can I do to increase the rate at which the cities I’ve captured regenerate their HPs?
Background - Cities start with an initial set of HPs and you need to reduce the HPs to 0 (zero) before you can capture the city. Some cities never seem to regenerate HPs while other cities seem to regenerate HPs relatively quickly (I’ve seen enemy cities that appear to regenerate 40-50 HPs / turn). My cities seem to never regenerate HPs or regenerate them extremely slowly.

Try using militia if my theory is correct.

Thank you for the response. A quick tests indicates that having a unit in a city for a full turn regenerates 5% of that cities Max HPs. For example, a Level 3 City has Max HPs of 300, so it regenerates 15 HPs per turn that the city is occupied. Similarly, a Level 4 City has Max HPs of 400, so it regenerates 20 HPs per turn it is occupied. Regeneration doesn't seem to be impacted by the type of unit (e.g. Infantry vs Artillery), strength of unit, Market of the city, Industry Zone, Farm or University. I'll post additional details if/when I discover them.
