If we remove all useless skills/same skills -
Bismarck - Ambush
Lannes - Intercept
I would say Intercept is better because cavalry can be an annoyance and that Ambush is infrequent and insignificant (unless fighting a general).
Stats:
Bismarck gets 23 BA in addition to his 65, for a total of 88, or 22%. Lannes gets 27 BA in addition to his 35 BA, for a total of 62 BA, or 15%.
Bismarck has 48 IA, which is a 12%, and Lannes has 54 IA, or 13%. It totals up to 34% and 28%. A 6% difference.
Price:
Bismarck gets 9 good skills for 2370 medals, while Lannes has 8 good skills for 842. Lannes is obviously better. With 1685 medals (?) without a discount, Lannes is still better.
Verdict: Does a 6% gain make up for the Ambush-Intercept deficiency? I don't believe so. I think it is a Lannes win.
