Tl;Dr Which legendary sets for which generals and/or which sets are still good split up (2/4 for 2 gens). Some of my gens that have artifacts or will have gen-exclusive items that I am pretty much non-negotiable on are Genghis, Alexander, Bismarck, Saladin, and maybe Washington (Nobby with Mystelin and Richard with Japanese grass cutter are my two other gens with artifacts).
So before the artifacts came around, it seemed that many people could more easily figure out which general gets which legendary set, but after they rolled out, imo it's harder to pick since some generals are awesome with artifacts. For example, I would give Nobunaga the Paladin set, but now I give him Mystelin (Washington has Gungnir), so Nobby can't receive the entire set boost. My question is basically which generals (or more broadly unit types) benefit the most from the 4 legendary sets? Oh, and I don't think I would use the full sets on Alexander, Saladin, or Bismarck (because of their special item in Ust).
Or better yet, which sets do you think are better split up (2/4 for 2 generals) than entire? I know that Titan is useful on artillery than any other unit (I'd give it to Heih instead of Bismarck. I don't like Li all that much), Paladin for Archers because of the health regen (ring) and health buff (could be useful on Caeser or Attila for the initial rage), Keel for more defensive gens, and Odin for my best general (... but some of my best, heavy hitters already have an artifact and I can't think of any reason to depart them from their artifact [especially Genghis + BoL])

As a rule of thumb I'd say split Paladin and Titan and put them on generals whose active skill you want to use frequently. Titan on those who tend to get more kills and/or don't have avoid counterattack effect. That is because increased rage regeneration and initial rage are are what makes these items unique. Odin should stay together and on a general who has a method of recovering HP (logistics/plunder) or doesn't take much damage (range 3, braveness, archers with 75% avoid counterattack) Keel I prefer on two gens for the def boost. 50 HP regen is not so much especially if there is no additional source.
