Lannes - Assault, Intercept, Tunnel, Plain Fighting
If we remove all useless/same skills:
Washington - Formation Master, Ambush
Lannes - Intercept, Tunnel
Intercept is just better than both of those skills, even without Tunnel, and even more so with Tunnel. You can annihilate annoying Heavy Cavalry and make anything a Grenadier, and Grenadiers more Grenadier-y.
Stats:
Washington gets 33 more BA for a total of 96 BA. Lannes gets 27 BA for a total of 62 BA. This is a respective 24% and 15%.
Lannes has 54 IA, while Washington has 48 IA. This is a respective 13% and 12%, and a total of 28% and 36%.
Price:
Washington gets 7 good skills for 1940 medals, and Lannes has 8 good skills for 842/1685. Lannes is just better here.
Verdict:
With much better skills but worse stats (not a big worry), Lannes wins, with better cost-efficiency to boot.
