LMAO.
His first ability is his active. Basically when you activate it, he will target extra random enemies within his range and attack then as well. Not too good tbh
His 2 passives make it so that the enemies get debuffed (leadership debuffs enemiy’s atk by 50%, spy debuffs enemy defence by 50%.) however this is a chance thing (until you max those two passives which garuntee both debuffs per attack) it is non stackable

potato117 , basically what aplayer said. I recommend getting his leadership and spy skills to, at least, level 6 as soon as possible. The debuff lasts for 2 turns and it has a 61% chance of triggering, which is pretty good odds, but you definitely wanna max those 2 out when you can. I'd max out leadership first, as that's the more helpful of the two imo. His active is decent at best, but nothing upgrade worthy imo. If you can, give Nobby Mystelin or Gungnir. Don't upgrade sniper master unless you're overflowing with medals and haven't given him a holy relic (which means never upgrade his sniper master)
