Pick General Li's POV and block the Roman reinforcements. Is there anything in particular you need help with?
Playable reinforcements arrive at the end of Turn 2. You can hold off on deploying your archer gen until they arrive or use them outright. Gens used: Huo, Pompey, Vercingetorix, Arminius, Mithridates, Octavian and Crassus.
Attack the southern city with your entire force. This triggers a counterattack from the NW of your captured base. Take out the attackers and split your forces into two.
4 gens shall attack Phraates IV's position at the central city. Approach from the SE and remain one or two hexes away from the city's facilities. This will draw him out. His defeat and/or the occupation of his city will lead to a 2× morale drop for the entire Parthian Army. Send two strong gens to support the attack on Qabala. The rest will recover troops using the army camp before marching off.
The other force will attack the SW city from the east and NE. Repeat the approach used on Phraates to draw out the garrison. Destroy them and take the city. This may force Octavian to charge your position.
Mop up Octavian's attackers and the last secondary target gen. Advance on the last city.
You need to manage your economy. Improve your population limit, increase your iron and silver income per turn, and demolish any useless facility.

I just played the Wei's option with Vercingetorix and Commander with upgraded Laurel Crown and Golden Spear. No monsters. The upgrades are kind of the same as using the Golden Feather and Dragon Tripod. You surely have more generals than two and you should of course use them as well. First I took all of the forces to capture the city right below and kill the general. Then I bought a few 2-stacked crossbowmen who I took to lure out the key general in the northeastern city and kill him. At the same time the starting forces capture the southernmost objective city. After that all of the forces except a few city defenders move north to attack Qabala. My Commander moved north to capture the northeastern city with the crossbowmen and then came back south to help Wei and Vercingetorix capture Qabala. Edit: I played it again with more (6) but less powerful generals and used the same tactic, but with a slight modification. So the beginning I placed Belisarius on the Imperial Guard, Pompey on the heavy infantry, Octavian on the crossbow and Crassus on the other heavy infantry. I replenished Belisarius and Crassus and attacked the city right below. Kill the horse archer, lure the general out and capture city. At the same time build crossbowmen in the starting city and place your second archer general. Once you've got a few of them move them east. The cavalry general will come out to attack you. Flank and kill him. After that build a new imperial guard in the center city and place another cavalry general on it. Attack the city right below with everyone except your secondary infantry and cavalry general, they will attack the northeastern city which will be easy to capture after the cavalry general is killed. Remember to lure the general out again. After that move your forces north to Qabala, but remember to leave some healthy units to defend the city. After killing one of the units near the northeastern city wi cause a morale drop which will make capturing Qabala and killing the last objective general way easier. A general tip for killing the objective generals and capturing cities is to lure the generals out by placing a unit one hex away from it so you don't have to deal with city defences. This way you can kill the northeastern general with just crossbowmen without generals on them. Only exception to this is the general in Qabala who wasn't lured out even though I tried. Also, don't hesitate to use destroy and forced march! I'll add pictures soon. Green: Advance of the starting forces. Red: Advance of Commander/main cavalry general after reaching Qabala with the main force. (only if you haven't captured the city already) Blue: Crossbowmen (and two infantry/cavalry generals to capture the city)

edu890, Nobunaga Oda, seems like either option works. I personally prefer Wei because it's really straightforward, but doesn't require too much firepower. Anyways, I hope you are able to complete it.
