Mass fire is a second attack at 50% the original damage, so pretty much just 50% damage although critical damage doesnt apply to it
upgrading is pretty much a choice between generally better stats or 50% damage
I would just make him your last to be upgraded
Idk tho Im still era 4 maybe some others can give advice here

I once kept him at rank 4 but he's my first rank 6 gen when I unlocked industrial era. This is the consensus for how to use him well. Think of it as 50% addition dmg against all enemies instead of the usual 50% additional dmg against cav units. Plus, with Caligari, this plan is even more feasible. |

To be honest, just upgrade it. Seriously. Since once you hit Industrial Age, you will be ready to upgrade to lvl 6 which gives mass fire and even more OP stats. If you really need him as your main, then i guess you can leave him at 4, but i just upgraded him anyways because it saves the time of training the unit to hit the cap of level 5 then upgrading to level 6
