After the first level of Resurrected Legion I was hoping for an easy level like in Destruction of Pompeii and I kind of got one. Although with my team and playing skills this isn't completely straightforward it isn't too hard, kind of similar to the first one.
What I like about this level is that it's less dependent on your ai allies than the other 2 and you don't need to hold any units unlike in the 3rd level.
So to get 3 stars you have to own a total of 8 key grids and destroy three temples and an emperor chariot, which luckily only has about a third of its hp left.
Strategy
One of the secondary objective cities is one of your starting cities and two of them are owned by your allies. You have to leave one unit to defend the starting city. Leave your Griffin there as well, it is really weak in combat against Terracotta and Elite Warriors so it won't be of much use in the battlefield but it is fast so you can use it to capture empty cities nearby if needed. But fhe starting city will be the only city where you will actually leave someone to defend who for me was Huo.
Although it was probably unnecessary, I sent Bato to ensure the Temple in the bottom left corner was destroyed. If decide to do so send him to the southern purple city to help defend it.
All the rest units will attack towards the southern purple city. After that they will destroy the nearby temple, then the Emperor Chariot and take the remaining cities.
Red: Advance of main forces
Yellow: Advance of Bato
Turn 1: Move Bato (or any other general, I will just be referring to the general who destroys the bottom left temple as Bato from now on) towards the southwestern temple along the left border of the map to minimize taken damage.
Upgrade the level 3 city and build defence areas and a commercial centre to the objective city to help defend it. Leave Huo (again doesn't matter who, preferably someone with alot of health, but referring to as Huo) and your Griffin to the city.
Rest of the units move southeast towards the secondary objective city in the bottom of the map. Use Vercingetorix/Spartacus if you have him to kill enemy Terracottas and archers to kill Elite Warriors and cavalry to kill both in low health.
Turn 2: Continue the advance like on turn 1. Build more defences around your cities and upgarde cities and buil libraries to get culture for tactic cards.
Turns 3-5: Capture the city like in the pictures and wipe out some of the Terracotta Warriors. Leave a few units to defend the city. Pompey, for example is good for this because of his and his legionary's good survivability and because of the legionary's attack type being bad against heavy armoured units.
Bato will start hitting the temple in the bottom left corner. Try to position him in a way he takes as little damage as possible.
From now on don't focus too much on the specific turns I talk about, they just help to keep the structure.
Turns 7-12: After capturing the city, destroy the nearby temple. Try to stay on the south/west side of it to prevent the Terracottas from killing you. Don't panic aboht the emperor chariot, it won't attack you, but after destroying the temple you will attack it. It shouldn't be too hard since it's already low on hp, you just have to try to kill it as fast as possible and take as little damage from it as possible. Attack it with your powerful archers at the same time and use forced march on the best. After you've hit it with the archers you can take a few other powerful generals/monsters to finish it off. You should try to kill it in one turn, although it's not the end of the world if you can't, I couldn't do it on this playthrough.
After that capture the red circle city near you. Use forced march on your woad raider generals to wipe out some of the Terracotta Warriors.
After capturing the city near the emperor chariot, attack the city right north of it. Use your Terracotta warrior to defend either of the two cities because of its heavy armour type and damage reduction against archers. Don't worry about the central key city yet, your allies will capture it or atleast weaken it so you can capture it with weaker units.
Meanwhile Bato will continue to hit the temple in the bottom left corner. After destroying the temple, Bato will move east to defend the city that you first captured.
Sidenote about reinforcements
Everytime you capture a city that hasn't yet been in control of you or your allies you will get some reinforcements. Also on turn 8 Huo and his reinforcements will appear no matter what.
Remaining turns: Leave enough units to defend the cities you've captured, but leave your few most powerful units (especially horse archers and woad raiders, they won't be of much use in holding cities) to destroy the last temple.
After destroying the last temple move your units near the city in the top right corner preparing to capture it. If and probably when your allies haven't captured all the remaining key cities, send the Griffin, some other city defenders and a fast and strong general like the Commander to capture the remaining cities. Again, don't hesitate to use destroy and forced march. If you want three stars remember to capture the secondary objectives first. Also your allies might capture the primary objective city in the centre but not be able to hold the northern secondary one, so you have to send a unit there before you capture the remaining cities in the east.
Cities your allies might capture highlighted in blue.
