MY IMPRESSION ON NAVY GENERALS
Note:
1. This is only based on their specialized unit and special skills. It is not based on price but items are considered.
2. I assumed they have full stars in every capabilities (infantry, cavalry, artillery, navy, fort, business, land movement, training).
3. I update this thread everyday. If there are some generals missing, I may have forgot them. Please mention the missing generals so I can include them.
4. I will also do another impression on infantry, cavalry, and artillery. The images below are from Friedrich Paulus.

He is the BEST NAVY GENERAL.
Steersman is a skill that reduces enemy navy damage by 10%. If enemy navy can deal 50 damage, then it will be reduced to 45. This means a general with this skill can absorb damage from a group of enemy navies.
Combining Steersman with Leadership is the best navy skill combination. In Scenario: Sun Never Sets - Campaign: Mediterranean War, you only have navy. You can get 5 stars in Round 14. However, you only have 500 food. Your navy consumes 70 food per round. This means your navy will be confused (not function) in Round 9. Because of this condition, Leadership will be important because a general with this skill will not be affected by shortage, especially if food is low. Reminder, you can only get food on land.
A "Pay-to-Get" General. You must pay money to get this general.
TOP 2: 99.5%
Navigation is a skill that adds +1 navy movement. This is also important because land movement stars does not affect navy movement. If you want navy movement to be maximized, then you must have a general with Navigation Skill and 2 Propeller Items (1 Propeller = +1 navy movement). With high movement, you can quickly catch enemies, capture port, and commence demoralization.
He also have Leadership which is outstanding. I want to remind you that Top 2 and Top 3 only have difference of 0.5%. This small percent means they both are almost equal or as in equally good. It's just that there are certain circumstances that distinguishes them from their skill combination.

Steersman + Navigation? Great! With Fireproof too? Amazing!
Fireproof is a skill that makes a general immune to fire. This is replaceable with Pumper Item.
HOWEVER, Kate can have 2 of +4 attack items (+8 attack) in your turn and enemy's turn. This is different from a general with no Fireproof that can have +8 attack in your turn but only have +4 attack item in enemy's turn since another slot is occupied for Pumper.
A "Play-to-Get" General. You must play conquest and reach 350 years in America. Playing as United States in America 1775 will give you 50% chance to get her.
TOP 4: 98.5%
They both have the standard navy skills which are Steersman + Navigation.
They can have +8 attack in your turn but will only have +4 attack in enemy's turn since another slot is occupied for Pumper in order for your general to be immune to fire. To highlight why fire is a big deal in navy, we must understand that they are on sea and not on land. This means they cannot avoid fire by moving in another place unlike land units (like infantry on land). Worth to mention, health affects damage. So if your unit have low health because of fire, they will only deal low damage UNLESS they have Snare Drum Item or Mass Fire Skill.
Treville is "Pay-to-Get" General while Sidney is "Play-to-Get" General (You must play and have many medals to get him).
