Too many, why they are very easy to conquer only 1 unit defending the plot. Its not too much when you see it this way. In EW3, 4 stacked units can protect a city, now thats what I call "hard conquest".

Oh yeah stacked units that sucked capturing it. The city literally could stop all your offensives.
