Tactic Master will be a 20% buff when maxed, compared to Surprise Attack's 8%-20% range. TM's 20% will be better than SA's average of 14%.

Greene gets 20 more BA when upgraded. Lasalle gets 13 more BA when upgraded. This means that Greene will have 36 BA (9%) compared to Lasalle's 34 BA (8%). Greene has 54 CA (13%), while Lasalle has 60 CA (15%). This leads to a grand total of 22% for Greene and 23% for Lasalle. 1% is very small and alone amounts to 0 change. Not enough for Lasalle to cover up the Skill gap.
