I wanted to make a thread like this too, and now that you mentioned the topic, I made it. So I will compare different generals considering their unit and possible upgrades and receiving an elite arm in general.
I will assume the line up is a 9 general 3-3-3, but I can make changes to that assumption later.

Infantry
Let's start with a t.ypical f2p situation where you don't have Spartacus or an infantry Commander. Your first 2 choices are Vercingetorix and Pompey. We can close out gens that are clearly not the best of their unit types. So the candidates for the 3rd inf spot are Bato (Woad), Burebista (Woad), Cassius (Leg), Labienus (Leg), Cicero (Hev), Phraates (Elite) and Achillas (Royal).
As Phraates has been suggested as a good choice I'll compare him to everyone else right away.
Bato vs Phraates
With my tech Bato's unupgraded Woad Raider gets a base attack of 63 - 85 and Phraates with a level 5 Elite Guard gets a base attack of 73 - 85. On average 74 and 79. Then we add Bato's and Phraates's +34 and +28 from their capability points and a +15 for a hypothetical Pompeii Gladius. That equals now 123 and 122. Now I want to calculate the damage itself. We will first multiply a defence factor (0.85*), the stack multiplier, which will be a bit less a Marshal gets with 4 stacks, 1.6 and then attack type to compare them to different units. Then we will consider special abilities later. So:
Bato: 123 × 1.6 × 0.85 = 167.28 in boarding conditions. Against each unit type in order (unarmoured, light, heavy, rampart):
167.28 × 1.15 = 192.372
167.28 × 0.8 = 133.824
167.28 × 1.35 = 225.828
167.28 × 1.5 = 250.92
Phraates: 122 × 1.6 × 0.85 = 165,92 in boarding conditions. Against armour types with pierce:
165.92 × 1.15 = 190.808
165.92 × 1.25 = 207.4
165.92 × 0.8 = 132.736
165.92 × 1.0 = 165.92
But this is not all. Phraates has Mountain Fighting. If we assume he's on mountains 1/5 of the time - which is optimistic - he'll get a +5 damage on top.
Next we'll compare their damage with their unit ability taken into account.
Although most of Epic War maps don't have alot of special terrain, I'll make an assumption that Phraates will always ignore a damage ignoration of 5% against infantry, 10% against cavalry and 10% against archers, but I'm not takinv trenches into account, because always attacking units only on special terrain isn't realistic. To compare the effect of ignoring against not ignoring we'll give a penalty for Bato's damages.
From that we get Bato's damage against infantry which is in order:

Against archers, it's the same as against cavalry but multiplied by 1.5, because of Woad Raiders' rampage:

In conclusion Phraates is better than Bato against unarmoured units, except archers of course. Against light armoured units Phraates is always way better, even against archers. But against rampart and heavy armoured units Bato is much better.
