Currently I am in the gunpowder age and my generals are Richard, Genghis Khan, Washington, Napoleon, Nelson, Yi Sun Sin, and Nobunaga. I intend to get Li Hongzang in the next age. My question is what do I do with Richard? Yeah he becomes great at lv6 but he doesn't really fit in my lineup at all and he doesn't do anything to help the team. Do I get someone else like Moctezuma, Jhansi, or Saladin instead?
I have upgraded Richard some (he's discovery age with lv7 logistics and lv6 rumor) so I'm hesitant to get rid of him but will if it'll elevate my team up. I could always just use him for conquests instead. Thoughts?

Saladin doesn't help Genghis, you'll end up with two independent cav gens and one who struggles to keep himself alive as a result of his not as good atk (Saladin). Atilla would be a better fit.
Alone, Richard is just like an inf Saladin without a commander and chance to attack again after defeating an enemy. The latter can be partially resolved at lvl 7, but he's still in need of atk points.
Jhansi will certainly boost your strong archer team, especially with her commander. She comes right out of the package with three good deals: take her as a cav destroyer now at 5*, upgrade her to gain Plunder but lose her anti-cav capability at 6* or retain both at 7*. She's a solid choice if not for her output, but that issue has been resolved.
Moctezuma doesn't come with an atk aura which is made up with his healing aura. If generated fast enough, it will benefit the team given the lack of supported logistics gens besides Napoleon with his Plunder (soon) and Washington with his Logistics. At 5*, he is an anti-cav gen. At 6*, he is an anti-cav gen, but sacrifices atk bonus for a def bonus. At 7*, he regains some of his lost atk bonus and retains his def bonus. Depending on your medal count and needs, 5* and 6* can both satisfy your anti-cav desires. Although he is lacking in atk compared to a purple gen, this is made up with aura.
As I prefer to have a second hand to play with, I recommend Atilla. Very expensive and takes a long time to upgrade, however, his aura will help Genghis greatly. The two can stabilise the front as tanks who will not be countered, which helps your softer archers. With good archer support, they can mow down enemies. Plus, if you have already fielded Saladin, his aura will benefit him as well.
However, as they do not have Logistics or Plunder, I think adding Moctezuma will benefit them in healing the two, if Moctezuma can catch up.

Like you said he could seriously help Genghis clear infantry and boost his attack. If I use Atilla I'll likely skip Moctezuma as I have the bottle of life on Genghis and I don't want to get rid of another general to make room for him. Also since a lot of my generals have team skills, would gungnir be best on Washington? Who should I put my 3 pieces of Paladin on? Maybe Yi for more HP/bulk?

I would add those general in your team by order of how many general you can fit like below. Keep in mind, it's just general and you can probably tweak it/swap the order based on the battle situation:
1) Washington 2) Nelson 3) Nobunaga 4) Yi Sun Sin or awakened Pacha 5) Genghis Khan 6) Attila 7) awakened Suri or Napoleon 8) Saladin or Blucher 9) Li Hongzhang or Moctezuma

Right now my team is Washington, Genghis Khan, Napoleon, Nobunaga, Yi Sun Sin, Nelson, Attila, and soon Li Hongzang. This lineup should work pretty I'm hoping. Nowhere near awakened pachacuti unfortunately, would've loved to have had him.

I wouldn't worry too much about your investment in him, as you'll need to use him if you wanna beat the inf. trial in Ust-Nera. I also use log/plunder gens only (and whoever has BoL) for conquests, as it's easier to auto battles without much worry, so Richard will help your conquest goals, especially if you're behind on the achievements. I usually do the 1 star nation of each conquest first so I can get the most medals and the special item from the achievements.

How far did you upgrade Attila? Mine is at level 60 and I don't think I will go higher as his mobility skill will be replaced by Track. If I understand it correctly, he will lose his ability to strike again after a kill and also take 50% more dmg from archers. This sounds like a very bad deal.

No. He keeps the ability to attack again and he gains a 50% bonus against archers. It's the same for all cav generals at lvl 7
