Split your troops into land and navy troops. Take land forces and defend the first city from the many waves of enemies (If enemy captures city, then fight to recapture), then send them against the other city. Take the navy and go for the bottommost city. Use war drums when necessary, as usual.

I'd recommend three if you can spare (I believe they give you dromons by default). |
