Want to level up Pacorus I after learning the pinned guide, but can't seem to find how to get capability points.

You get capability points through combat or if your patience is not your forte, the Senate has a βtrainingβ tab where your generals could earn xp depending on the hour in exchange for coins.

probably that very same guide also recommends to level in expedition mode. i did it and it worked perfectly. its enough to reach max in one stat, for you cav. the remaining lvls you can reach later trough actual gameplay. after that there is no hurry.

It said to level up to max his cavalry stats, I didn't see it well, and I thought it was through cost of the level badge, 90,150 medals, etc.

Exactly what I needed, I'm patient, but I didn't think I should play with him to increase his XP. You can grind EXP by replaying easy expedition battle using only one general who need EXP. That's the fastest way to do it.
