The March talent doesnt seem to work as intended. Lvl 4 March skill ought to give my unit 18 (from 14) Mobility when marching. Which I assume would mean it should be able to move 6 hexes when marching, and 4 with normal move. However even when marching, it only raches 4 hexes, through any type of terrain. Same with the Hero talent on the custom general. No effect.
Is this a known bug? Im playing on Nintendo Switch.

Is this a known bug? Im playing on Nintendo Switch. Not sure if I understand what you mean exactly, but the movement stat in the info screen already shows the sum of unit + skills + technology + senate + equipment. If this is not what you mean, a screenshot could help.
Last time I played Epic war, my commander had 24 (skill and talent among others) and could move 8 tiles.

Oh. I was under the impression that setting waypoints (green dotted line) for units made them enter Marching mode. I may have misunderstood the tutorial on this.
What youre saying is that units always March, and that these skills could just aswell say: +(number) mobility?

Yes, March is just a constant boost to mobility for generals with the skill (and the skill description in the app says exactly that). I'm not sure the green waypoint does anything, I suppose it helps the AI if you're doing autobattle instead of manually controlling your units, but who does that anyway?
