A grudging question that I wanted to ask is whether you can beat the classical, medieval and empire age with only the free tavern and blue generals. Any thoughts?

I'd say so. Alexander and Barbarossa could make a good combo due to Barb's infantry commander. Saladin would also be pretty strong too. However, You might struggle later in empire age. Also, Joan of Arc might not be too bad for this budget team either if you upgrade her cure expert ability for some small HP regen. Hannibal would also be a pretty solid team member especially in empire age with his war elephants and braveness is a good skill. I believe you're forced to hire Hannibal which is why I'm recommending him (you're forced to buy robin hood too.)
Some generals like Leonidas it is best to not even try to use them. He's just no good.
I was unsure if you meant that for this challenge you could buy blue generals from Lyon which is why I didn't include. If you can this can easily be done adding Ashoka and Edward.

But again later the same team can screw you up because they are not strong enough, better collect medals and upgrade epic and legendary generals. |

massena, you can do it. It's cheap to level up blue general skill, so as far as you level up their skill properly, you can sweep empire age easily with all the free accessible gear.

Excellent, but shall do so after my exams. I am rather playing my previous run in which I have been able to upgrade two of my generals to 5 stars, I might rather finish that first. |
