Also remember to upgrade hp and defense of your forts. This is not so difficult, the Baltic campaign is probably the hardest naval mission, imo.

Hey there, I This is how I passed: I'd suggest upgrading your cities with the starting money; I slapped napoleon n the first cannon, Nelson on the ship of the line, Falsen on the frigate, built another cannon and gave him Mahmud II, You can place 10 generals so I suggest placing all of them on the corresponding units, but if you have more admirals that will serve to your advantage! Now, tactic wide hold the center as long as you can, you range of your ships is 3 so use distance to strike without getting hit with a counter. First two fortresses in the Canal can go but make sure you have the French one in the crosswaters. You can keep all artillery generals on your starting land but make sure they hit before your ships because naval battles are pretty even, so get that land advantage before navy scraps. As long as you hold the center with smart navy building then you'll hold out just fine. Focus on eliminating the generals but and make sure that if you choose to strike any other ship, you attack the same one untill have the health is gone - apparently if the hp is lower then half the unit doesn't have the best damage output and serves more like spam. Getting a lot of medpacka would be ideal but use sparingly and preemptively. Good luck and make sure to keep your gens alive for ensured success!

In the event your fleet is about to be overwhelmed, you may open your lines for a few to pass. This reduces some of the pressure on your ships and allows the healthier forts to attack them.
