I think it's just for the healing skills. For the commander skill you still need lvl 6 for 3 turns duration and 2 hex radius. The Ust Nera update also changed the skills Sniper/Formation/Assault/Explosive Master/Expert, now they do some more damage EDIT: only Formation master/expert got changed, not the other skills |

If I remember correctly (I played with Nobunaga only on my first run) his attack with Sniper ability dealt a double damage to the main target while mythological weapons such as Gungnir deal a single damage to different opponents. |

Formation master went from +150% to +230% damage to 2 nearby units. Quite good, but artifacts are still a bit better (see at the end of the first page of the pinned thread for pics of maxed artifacts). Plus, artifacts provide additional crit chances |

Sorry, I was wrong. I just checked and only formation master/expert was buffed (I mistakenly assumed that also analogous skills were buffed). Plus, artifacts provide additional crit chances HP recovery as well for certain artifacts. I use Mystletainn on Nobunaga Oda as a makeshift arty gen (in terms of active ability). Again, only the main target receives two attacks.
On topic: If anyone wants, I can double-check on my end. I've yet to buy Caesar. IIRC, I faced the same issue with Mocty as well, so this may just be a healing issue. |
