In my opinion, no.
The only good thing about Weygand is his 5 tank stars and 4 mobility stars. His skills on the other hand are lacking.
Panzer Leader does little to increase damage, Guerilla is useless on tanks, Camouflage is decent to have, Fortification is bad, and Desperate is interesting but considering his low rank and lack of any survival skills such as Tide of Iron, Supply, or Ace Forces will greatly diminish his one good quality.

He tries to be Patton but ends up as a more expensive Gamelin. Pretty trash.
