It is a very interesting mission because it is rather easy for players with IAP generals and rather challenging for f2p players. The reasons are manifold:
1. F2p players don't have generals who are good administrators and warriors at the same time. No-one out of f2p generals is close to Caesar, for example.
2. F2p players don't have unique weapons for generals with administration ability. Usually our administrators wear a secondhand equipment of IAP generals. So, f2p players don't have a single general with 170-200 administration points.
Here is my Justinian, far from being impressive
3. F2p players don't have Attila who can increase income and steal coins from opponents. Of course, there are f2p generals with this active skill but I can't remember anyone ever used them.
And a slogan of this mission is: "every coin counts".
I guess a strategy for players with all above mentioned advantages is pretty straightforward. You just sit and wait until you collect 1800 coins and then just take a secondary objective. The case is closed...
F2p players can't afford this. You simply can't collect a necessary sum without taking a couple of cities. The problem is that by doing it you open Pandora box and unleash a heavy counterattack from 3 sides: Black see, Adriatic and Asia Minor.
At first I tried to find several aggressive strategies but I failed. Even if we beat all opponents we still can't collect 1800 coins.
Then I tried to be more cautious and deployed as many administrators as possible.
Yet it was impossible to get 1800 without additional occupation of cities.
Finally, I came to conclusion that a middle way between two approaches is the most promising one.
1. I firmly believe that a f2p player should deploy both Justinian and Theodora. I don't say it is "impossible" to complete it without this couple but it is extremely difficult for sure.
Both Justinian and Theodora should stay around Constantinople boosting her income.
2. Most likely another administrator is very helpful. I used Antonina.
3. We have to inlay as many administration gems as possible to items of our regular generals.
4. The right timing is a key. If we capture cities too early, most likely we can't repell counterattack without hiring troops and we simply can't afford it. Remember:every coin counts!
If we take them too late, we don't have a necessary sum at turn 14. So, I think, turns 9-10 are the right time to be aggressive.
