Say I am HQ level 32 right now without elite pass, if I buy elite pass rn, do I become HQ level 64(elite pass does say double HQ experience) or do I just miss out on it?

From reading it, it sounds like it only doubles HQ XP received after completing missions/conquests and not the actual HQ level itself.
I haven't personally bought the pass however so take it with a grain of salt.
