Currently only have 3 blank ec and Guderian, Govorov, and Sansonetti. Sikorski is on sale right now, if I need it in the future I might as well grab it right now before sale ends right?

I think that investing into EC would be a better move since you can give them the best possible skills. Sikorski not having plain fighting and explosives really hurts and some of his other skills are awful. His rank isn't too good either.
If you want a relatively cheap arty gen though I'd recommend him. EC are expensive and I'm sure the new artillery medals can help Sikorski do even more damage. His counterattack skill could be useful for alien campaigns too.

No. Sikorski is an option but not a mandatory one. You'll have to evaluate him against Bai, Konev, and EC.
