Keep Drusus and buy an endgame gen.
Commander without levels, improved rank and skill upgrades is very weak. A newly bought endgame gen brings more value than he does.
Drusus is easy to use. His talent ensures high morale at all times unless starting troops have scripted low morale. His legions can be decimated and still his morale doesn't drop. If I'm not wrong, he has the skill which increases critical rate under a state of high morale => guaranteed high criticial rates which can be improved with the weapon that increases critical rate even further by +20%. As a result, he hits hard all the time, harder than gens of similar build, and has a high chance of hitting even harder more often.

Mithy and Octavian will eventually be better, but Drusus can easily take you to the end of the campaign and even further. In fact, I still have him as my ninth general in my endgame lineup (no IAPs).
