I somehow managed to complete this on hard on my first try. I did read tips here and just completely ignored the city and its forts at first, since they don't do anything.
I cleared the whole map (killed every enemy and captured everything else) and protected the ally ships coming from north, I think saving them is related to Calais morale drop or something since they also appear on yellow circles (some of them propably died, but at least few survived).
Then, I had about 7 turns left and attacked Calais with full force. After the forts stopped spawning troops, I had full circle of orban/steyr cannon troops around it and I managed to break the city. The general itself actually died 1-3 turns before, after getting the morale drops, without me doing much to him.
Long and confusing text but hope this helps someone. TLDR: clearing everything and protecting the ships should propably cause the morale drop to finish off the enemy gen, then just use double-Alfred and city buster war gear to capture it.

If you don't have suffiicient morale-decimating war gear, then dealing with the Monster of Calais is annoying. Luckily, the other enemies are easier, because the main challenge is supposed to be Calais, not the others.
I saved a general slot or two for Aethelstan (Olga also acceptable) and when his morale drops for 1 turn, take advantage of that and Calmness from Matilda and/or Theodora to decimate his remiaing HP, paired with Alfred's Tunneling for good measure.
Quite annoying to beat. I don't think you can easily just brute-force this level without proper preparation.

What I was trying to say was that I don't think morale drop war gear is the key. You are supposed to drop his morale in other ways, triggering some event. War gear should be used for breaking the city walls as fast as possible, becouse it heals all the time.

I recently completed this on normal after several failed attempts. This is going down as one of my least favorite levels. From my observation, the allied ships reaching the coast near Calais and destroying the French reinforcement will cause the troops on Calais to suffer a morale drop but that is insufficient to kill the French general as he recovers morale. I feel like you pretty much have to be prepared with other additional way to lower morale or burn him to death. On my successful attempt I had Olga and the support of 3 calmness generals to burn him to death. I waited for the calmness skills to be available again and used them with Alfred to take the city.

I managed to crack this level without an arsonist general. Trick is to put subutai, matilda (silver calmness gen), and isabella (silver calmness gen) on island troops (add longbowmen to isabella and subutai, melee cav to matilda). Use dromons and viking ships to protect allied ships. Keep killing everything around the city, eventually when enough things die the morale of the city gen will drop and so will health. Use alfred and double/triple calmness (deploy Theodora at some point), heli cannons and orban cannons to destroy the city.
Spawn timur on the green circle. He will be immensely useful in countering enemy reinforcements (a lot of archers)
