I've been grinding all the conquests lately. I use Justinian with 165 admin points(I know the limit of reduction in technologies etc. capped at 150), lobbyist lv.2 and negotiation expert lv.2(you can acquire it with gems). But I wonder if I can grind this conquests faster with lv.3 or lv.4 lobbyist. I tried adding lobbyist lv.2(with gems) to Justinian but apparently adding them up is not possible. If I use lv.5 gems would I get lv.3? I dont have lv5 gems so I cant experiment.

There are two classes of skills:
1. the ones from generals which get boosted by items
2. the ones from gems which get boosted by higher lv gems
even though they have the same name, they don't stack with each other
