Arty: Light artillery or maybe anti tank gun
Para: Paratroopers infantry

Definitely arty, and Bock on the tank. You can put Messe on a paratrooper, but honestly you have enough firepower to grab the first city with ships and paras, and you're best off waiting for the armored car and putting Messe on that (or Messe on the tank and Bock on AC)
În general, you almost always want to use generals (especially the OP generals you unlock yourself) on their preferred unit. It might seem smart to get Leeb into the action right away, but in this game patience and firepower usually pay off.
