I’m trying to figure out which items, skills, talent, and overall stats can make the best solo general. This general must be strong, tanky, and have good solo survivability.

I made mine a cavalry general, I gave him Cavalry Commander, Assault, Ambush on Ten Sides, and March, but with the new elite armor March is overkill and I'd switch to Guerilla.
Archer Commander is pretty popular though. Whichever type you make him, give him the commander skill for that type and anything that increases crit chance.
Edit: ok, so I've realized now that this wasn't the question you asked, but I think the answer is still the same.

Obviously our Commander is the best f2p solo general. After recent updates though Belisarius and Vercingentorix are close to him, because their special units are so OP.

If we allow IAPs and count special units, then Hannibal should be the best. I don't think special units count though, they only matter for Epic War and arena and those aren't possible with a solo general. |

If you want a very tanky general then without a Doubt our Great Elephant commander who crossed the Alps and almost conquered Rome, Hannibal the Great Strategist is the one you should be looking for. His elephant is really tanky and with banner he will be even better. Give him Ganjiang and Golden spear both lvl 2 and he will be unbeatable in the field. But lets say you dont have enough money to buy him then lemme introduce you to a commander which this time didnt cross the Alps but the Gobi Desert and ehh didnt command Elephant but command a normal horse, Huo. Same like Hannibal give him Ganjiang and Golden spear both lvl 2 and he will be unbeatable. As for tankiness tho ehhh will reduced by a little bit since no Elephant but if both on normal heavy cavalry then both equal in tankiness. For Banner either give him Apollo but if you have spare money then Banner of Chaos (Chaos best for Huo).
