I guess it have less range than the GOG1 one If it is built by someone with a minus 1 round ability. It can provide significant intel within the space of a turn. Furthermore, it is useful (unlike Bunkers and Trenches) even behing the front line. However, I would just recommend Anti-Aircraft SFs if you need vision, because they can also do other tasks.

I instead promoted vision on several of my main SFs, including (this might be controversial) my heavy tanks. Never really used engineering or AA units, except the Italian one for the anti-ship bonus.

I have to be honest here,Radar is almost useless to build in Campaigns,sure it might give intel but you're gonna use infantry,tank and plane to do that.Plus if you maxed out SF-HA Karl and promote its vision,you essentially have a better radar in almost everyway possible(more range,not stationary,more firepower and don't use time)making Radar even more useless to build
