I'm playing as France 1815 I have enough money to build a fort but it wont let me. All 4 types I can't build?

The terrain probably has something to do with your problem...

The country doesn't allow forts. Many countries don't have access to certain fort types in conquest. Some of them have access to no forts. |

Europe 1815 doesn't allow forts, I've checked every country

It's probably because 1815 is supposed to be the "hardest" era and they don't want you to exploit the fort system where the AI focuses contructions.

I mean who would want to see 5 thousand forts in Egypt when you're at turn 35 as France |
