What does it mean when there is a gold band around the enemy troops ?… they are nearly impossible to eliminate

they are elite troops.
yes they are. they are custom enemies with buffed stats. sometimes only hp buffs and regular attack so it takes longer to annihilate them. but in special cases thheir attack is also buffed and they are one shotting you so the trick can also be avoiding confrontation with them. depends on the mission.
