Searching for a purely administration general and debating between either Olga or Matilda. Don’t care too much about their offensive or defensive abilities, just whether they’re a good consul in conquest. Leaning towards Matilda but am open to any general suggestion.

preoximerianas, Beside Justinian, there is really no need to waste money and buy Olga and Matilda.

Well, I suspect it is not as easy as that... More likely the author doesn't have p2w PoH and it means that Justinian's weapon is unavailable. I still think that Justinian equipped with other weapons is a very useful general and use him a lot, but probably Olga equipped with her personal weapon is better than Justinian without it.

Then Justinian is the best option indeed... I also find it very useful to deploy Theodora. Both for adm skills and the bond with Justinian. Increased technology is of good help. |

I would say it is of immense help  , especially for f2p players. If you can equipp lvl 2/3 ships/tents/cannons as quickly as possible, - it is a great advantage in campaigns too. |
