I did some more research, seems like the guys on discord already examined this. Charge, counter, detour and dodge chance are also lowered by 10/20%, making Gendarme really useful to be around. Now, getting them into fighting shape is another story..
Melee Infantry: Attack -10, Defense -20, Charge -10%, Detour -10%
Defense Infantry: Attack -10, Defense -10, Counter -20%
Melee Cavalry: Attack -10, Defense -10, Charge -10%, Detour -20%
Charge Cavalry: Attack -10, Defense -10, Charge -20%, Detour -10%
Range Infantry: Attack -20, Defense -10

Did you do any tests for charge % when it’s over 100%? I assume that there are a lot of cases when charge is still 90-100% even after reduction Do you mean stuff like Outburst, high morale and Insight? I didn't test but it would be interesting to know if charge chance can "exceed" 100%. Do you know of any testing grounds?
And, from a theoretical perspective, taking 20% away from 100% charge is not much but if we consider the the probability of triple charge, then it's severely reduced. For example 0.8^3=0.512 for triple; 0.8^2*0.2*3=0.384 for double charge. Not game breaking, but definitely nice to have around.

My tests: Charge probability may be initially more than 100% (for high lvl Templars + Charging Cavalry skill). I see 100% of charge when my unit is far from Gendarme Knight, and 95% when it’s near it. It means that my initial charge rate was 115%.

Max morale is involved. Would be great to check it with normal morale. The same results (102-20) This may be seen also in my previous test too. (85% unit rate + 10% charge cavalry lvl 3 + 20% high morale - 20% gendarme penalty = 95%)

I did a a few more testing on Agincourt normal with Outburst: Edward I was able to trigger it 3 times with Noble cav, even though he had <100% before the -20% from gendarme was applied. And La Hire on 3x 2HSwordsmen also scored 3x charge, even though the info screen didn't show a charge percentage (10% initial -10% from debuff).
So, Outburst doesn't care about chances, it's guaranteed like the description says.
