Originally, the goal was to avoid using bought Air and Navy Gens or Promotions, but Kesselring's firepower and his promotions helped in the Battle of Los Angeles, the only mission left.
Plus, I doubt Ozawa on the super battleship or Arnold on the carrier would've the same effect.
