When purchasing an item at the territory shop , should that item you purchase have the skill of the general your purchasing , for example, if a sword has rage , should that item be places with a general that has the rage skill ….. also if the general does not have the rage skill and he gets that item , does he get that skill ?

Remember that the max lvl for a skill is 4, and some generals will increase some skills' levels with their unique weapons. Some items might still be worth getting, though.

no the general without the active skill does not gain the active skill. so yeah in few cases you put the item on sb who has the skill to lvl it up to a higher lvl. as already pointed out by blueberry lvl 4 is max so no need to use it on sb who already reached that lvl.
out of personal experience: you use it more often than not on your most important generals for the extra dmg or dmg reduction and the gem inlays and only in (in comparison) few instances do you actually buff the active skill. like with helmet for el cids outburst. helmet of the north for robert bruce, navigation chart on cnut - item and buff are in sync and very useful
but i am not going to waste a gold item for rage (rapier) on ivar or halfdan. rather i also put it on my dmg dealers. or book of tactics 15%dmg for engeneering on some utility gen
